The Regular Meeting of the Lingle Town Council convened at 5:00 PM June 8, 2022 with Mayor Siglin leading the Pledge of Allegiance. Upon roll call, the following were present, constituting a quorum: Mayor: George Siglin Council Members: Steve Edwardson Joe Welte Brandie Cook A.J. Lambert There was also present: Police Chief: Endra Andrews Pool Manager: Brandi Hill Fire Chief: Kasey Bangerter Town Clerk: Richard Reyes Town Supervisor: Larry Haeffelin Absent: Town Attorney: Anna Barnes Mayor Siglin welcomed all to the meeting and thanked them for being present. Mayor Siglin asked if any of the attendees would like to be added to the Public Comment section of the Council Meeting and Matt Allred asked to be added to the Agenda. Mayor Siglin called for approval of the Agenda with the addition of Matt Allred to Public Comment. CM Edwardson moved to approve the Agenda with the addition of Matt Allred to Public Comment. CM Cook voiced the second and the motion carried unanimously. Mayor Siglin called for approval of the minutes of the May 18, 2022 regular council meeting. TS Haeffelin called for a correction in the Maintenance Department report. CM Welte moved to approve the minutes with the correction. CM Cook voiced the second and the motion carried unanimously. BILLS MAY 2022: CM Edwardson moved to approve the bills in the amount of $89,588.19. CM Cook voiced the second and the motion carried unanimously. FINAL COMMENTS: CM Edwardson stated that when he came on the Town Council, he hoped to make the council and the town a better place. He thanked the community and fellow council members for their support. CM Welte thanked everyone for their support while he was on the council.  Mayor Siglin thanked the current and previous council members and employees for their support and efforts. ADMINISTRATION OF OATH: C Reyes administered the Oath of Office to Al Unverzagt, Micah Foster and Katherine Wilhelm. Upon acceptance of municipal offices Mayor Siglin handed over the meeting to newly appointed Mayor Al Unverzagt. PUBLIC COMMENT: Matt Allred and his wife requested permission to stay in a 5th wheel trailer on the property at 220 Clover Avenue while he completed construction of an addition to the home. Discussion took place and Council agreed by consensus to grant the Allred’s their request with the understanding that he must appear and update the Council on their living status in six months. POLICE ITEMS: PC Andrews reported: The last day of school and Memorial Day passed with no incidences and she is ready for summer. LVFD:  FC Bangerter reported: During the last month the Fire Department responded to 7 ambulance and 1 fire call; FC Bangerter informed the Council that he has a meeting with ISO for insurance purposes. Mayor Unverzagt asked about the emergency siren being inoperable. Following discussion, it was determined that the problem needs to be addressed by Homeland Security as the siren is their responsibility. POOL ITEMS: PM Hill reported: The lifeguards are certified and that the pool is open; The attendance numbers are down and she believes that it is due to the increase in pool admittance prices. Following discussion CM Cook moved to reduce the day and night swim admittance prices. Each session will be repriced to $3 each effective immediately. CM Foster voice the second and the motion carried unanimously; She also reported that she is planning an event – Pool and Park Bash July 16th in Whipple Park; The first movie in the park will take place June 18th.     ADMINISTRATIVE ITEMS: C Reyes reported: WYRULEC has reserved Whipple Park for a family B-B-Q June 16 beginning at 6 PM; It is business as usual in the Town Office. MAINTENANCE ITEMS: TS Haeffelin reported: Memorial Day went well and repair of the well is scheduled to begin Friday June 10th.          
ORDINANCES: Third reading of Ordinance #361 AN ORDINANCE PROVIDING FOR THE ANNUAL APPROPRIATION FOR THE TOWN OF LINGLE FOR THE FISCAL YEAR JULY 1, 2022 TO JUNE 30, 2023. Following discussion CM Cook moved to table the third reading of Ordinance #361.  CM Wilhelm voiced the second and the motion carried unanimously. Second reading of Ordinance #362 AN ORDINANCE AMENDING ORDINANCE NO. 359 OF THE TOWN OF LINGLE   SETTING RATES FOR FUEL SURCHARGE FOR ALL GARBAGE UTILITY CUSTOMERS.
Following discussion CM Cook moved to approve the second reading of Ordinance #362. CM Foster voiced the second and the motion carried unanimously. NEW BUSINESS: Annual approval of Liquor Licenses: CM Cook moved to approve the Liquor License for the Corner Bar. CM Wilhelm voiced the second and the motion carried unanimously. CM Cook moved to approve the Liquor License for Lira’s Restaurant. CM Foster voiced the second and the motion carried unanimously. CM Cook moved to approve the Liquor License for Ty’s Pitstop, LLC. CM Wilhelm voiced the second and the motion carried unanimously. Following discussion CM Wilhelm moved to approve a Malt Beverage Permit submitted by WYRULEC. CM Cook voiced the second and the motion carried unanimously. Following discussion, the Council approved by consensus to begin the Council Meeting’s at 7 PM. After discussion the Council voted by consensus to forego their monthly stipend for serving on the Town Council and credited to various Town of Lingle Departments. Each Council Member will come in to the Town Office to designate which Department their stipend will be credited to. CM Cook moved to approve Al Unverzagt, Richard Reyes, and Nakisha Garner as account signatories on all accounts for the Town of Lingle. CM Lambert voice the second and the motion carried unanimously. Mayor Unverzagt advised at 6:35 P.M. that he was recessing the regular session so that Council could go into Executive Session. Executive session began at 6:42 P.M. and ended at 7:12 P.M. Regular session reconvened at 7:13 P.M. Personnel issues were discussed during executive session with no action taken. With no further business to conduct Mayor Unverzagt adjourned the meeting at 7:15 PM.
