The Regular Meeting of the Lingle Town Council convened at 5:00 PM December 8, 2021 with Mayor Siglin leading the Pledge of Allegiance. Upon roll call, the following were present, constituting a quorum: Mayor: George Siglin Council Members: Steve Edwardson Joe Welte A.J. Lambert. There was also present: Police Chief: Endra Andrews Fire Chief: Kasey Bangerter Town Clerk: Richard Reyes Town Supervisor: Larry Haeffelin Absent: Council Member: Brandie Cook Town Attorney: Anna Barnes. Mayor Siglin welcomed all to the meeting and thanked them for being present. Mayor Siglin called for the addition of Lisa Miller of Goshen Economic Development to Public Comment and asked for any other additions to the agenda. Charlotte Hood and Lois Tobin requested addition to Public Comment. Mayor Siglin called for approval of the agenda with all additions. CM Welte moved to approve the agenda with said additions. CM Lambert voiced the second and the motion carried unanimously. Mayor Siglin called for approval of the minutes of the November 3, 2021 regular council meeting. CM Edwardson moved to approve the minutes as presented. CM Welte voiced the second and the motion carried unanimously. BILLS FOR NOVEMBER 2021: CM Edwardson moved to approve the Town bills in the amount of $75,625.95. CM Lambert voiced the second and the motion carried unanimously. PUBLIC COMMENT: Lisa Miller, CEO of Goshen Economic Development, presented a check to the Town of Lingle in the amount of $20,000 to assist with the purchase of a new stretcher for the new ambulance. The funds originated from a grant submitted by the Town to the G.E.D. Progress Program which is funded by a ¼ cent sales tax. Charlotte Hood inquired as to the status of the Harris and Carr properties and discussion took place. Lois Tobin inquired about Corner Bar hours of operation according to ordinance. Discussion took place. Matt Larsen and Matt Silverman, representatives for Vistabeam Internet proposed bringing optic fiber to the town of Lingle. They are interested in a franchise agreement to get the lines on the light poles owned by the town. Mr. Larsen will be in contact with TS Haeffelin. New majority owner of Corner Bar, Inc., Kelly Rafferty, introduced herself to the Mayor and Council. Ms. Rafferty conveyed her pleasure to meet the Council and Mayor and is happy to be in business in the Town of Lingle. POLICE ITEMS: PC Andrews reported: four items since December 1, 2021. LVFD: FC Bangerter reported: Five ambulance calls and two fires since the last Council Meeting. He also informed the Council that the old ambulance sold at auction for $18,000.00. ADMINISTRATIVE:
C Reyes reported: The LIEAP Federal Performance Measure Data document has been submitted to the program director and that daily operation of the office is business as usual. MAINTENANCE: TS Haeffelin reported: The display flags have been switched to Christmas theme; the Christmas lights have been put up; street cracks have been filled by North Hills Church. NEW BUSINESS: Following discussion CM Edwardson moved to approve the Catering Permit for Corner Bar, Inc. CM Lambert voiced the second and the motion passed unanimously. Council discussed the Community Lighting Contest and agreed by consensus to sponsor it once again this year. Mayor Siglin urged Council Members to make their decisions the week before Christmas and leave their selection forms in the Town Office. Selections will be made for first, second, and third place winners. COUNCIL ITEMS: Mayor Siglin discussed the flags being at half-mast in honor of Pearl Harbor Day and the death of U.S. Senator Robert Dole.
With no further business to conduct Mayor Siglin adjourned the meeting at 5:45 PM.
