The Regular Meeting of the Lingle Town Council convened at 7:00 pm, October 9, 2019 with Mayor Siglin leading the Pledge of Allegiance. Upon roll call, the following were present, constituting a quorum: Mayor: George Siglin Council Members: Steve Edwardson Joe Welte Greg Asa There were also present: Clerk:
Richard Reyes Town Supervisor: Larry Haeffelin Absent: Fire Chief: Kasey Bangerter Police Chief Endra Andrews. Mayor Siglin welcomed all to the meeting and thanked them for being present. Mayor Siglin called for approval of the agenda. CM Welte moved to approve the agenda as presented. CM Asa voiced the second and the motion carried unanimously. Following a question and answer session for Brandi Cook and Michael Gibson, the candidates that submitted Letters of Interest for the vacant Council position, CM Edwardson moved to approve Brandi Cook as the Council Member to fulfill the vacant position until June 2020. CM Asa voiced the second and the motion carried unanimously. Mayor Siglin thanked both applicants for their letters of interest and administered the Oath of Office to Brandi Cook. Mayor Siglin called for approval of the minutes of the September 24, 2019 regular council meeting. CM Welte moved to approve the minutes as presented. CM Edwardson voiced the second and the motion carried unanimously. CM Edwardson moved to approve the September bills in the amount of $258,592.29. CM Welte voiced the second and the motion carried unanimously.
PUBLIC COMMENT – Decilla Watson addressed the Council and expressed her concern of no long term Lingle residents on the Town Council; She asked the Council as to what can be done about feral cats in the Town of Lingle. Discussion ensued with the Mayor suggesting that the Council consider a possible ordinance to solve the problem. ADMINISTRATION: C Reyes reported: The F-66 report for the Town of Lingle is virtually complete.  The quarterly report for the Community Center is ongoing and that everyday operations of the Town Office are good. MAINTENANCE: TS Haeffelin reported: The pool has been closed and winterized as have been Town outdoor facilities. That cleanup of the Town is ongoing and preparation for winter maintenance is ongoing.
NEW BUSINESS: Mayor Siglin proposed a time change for the Council meetings to 5:00 pm. Following discussion by the Council CM Welte moved to change the Council meeting time to 5:00 pm. beginning in November 2019. CM Edwardson voiced the second. The motion passed with 4 (four) ayes and CM Asa voting nay. COUNCIL ITEMS: CM Edwardson mentioned that the construction of the Community Center is going well and that according to the contractor, after a construction meeting, the building is possibly one month ahead of schedule.
With no further action to be taken Mayor Siglin adjourned the meeting at 8:03pm.
