The Regular Meeting of the Lingle Town Council convened at 7:00 pm, September 24, 2019 with Mayor Siglin leading the Pledge of Allegiance. Upon roll call, the following were present, constituting a quorum: Mayor: George Siglin Council Members: Steve Edwardson Joe Welte There were also present: Police Chief:     Endra Andrews Pool Manager: Brandi Hill Town Attorney: Anna Barnes Clerk: Richard Reyes Town Supervisor: Larry Haeffelin Absent Council Member: Greg Asa Fire Chief: Kasey Bangerter Mayor Siglin welcomed all to the meeting and thanked them for being present. Mayor Siglin called for approval of the agenda. CM Welte moved to approve the agenda as presented. CM Edwardson voiced the second and the motion carried unanimously. Mayor Siglin called for approval of the minutes of the September 10, 2019 regular council meeting. CM Edwardson moved to approve the minutes as presented. CM Welte voiced the second and the motion carried unanimously. LAW ENFORCEMENT: PC Andrews reported: 41 incidents since her last attended council meeting; she attended a Domestic Violence meeting and will attend a meeting with the Department of Family Services 9/26/19.
POOL: PM Hill reported: The pool is now closed for the season and she is in the process of cleaning the pool house and winterizing the pool. The condition of the diving board was discussed and PM Hill plans to replace it next season. LEGAL ITEMS: TA Barnes reported: She is in the process of reviewing and making adjustments to the InnTec franchise agreement and setting a trial date for court. ADMINISTRATION: C Reyes reported: Draw Down Request #6 for the Community Center was submitted for bills totaling $128,198 with a reimbursement amount of $43,588; End of year financial information is being submitted to the accountants as needed; A GCEDC Infrastructure Grant has been completed and submitted in the amount of $20,000 for the Community Center; CenturyLink has been contacted for the phone line that will support the fire alarm for the Community Center; A Wyoming Business Council quarterly report for the Community Center will be due early next month and C Reyes is gathering information for that report. MAINTENANCE: TS Haeffelin reported: Following the last Community Center construction meeting TS Haeffelin was asked to order the appliances, he reported that the refrigerator, stove, and microwave have been delivered; He is in the process of assisting with the winterization of the pool; He will attend a Wyoming Municipal Power Association meeting on 9/25/2019. NEW BUSINESS: Community Center Rental prices were discussed and Council Members were given samples of contracts to review; Following discussion of the Barry Lee Proposal it was agreed to table the Proposal at this time; The Goshen County Quilters have offered to donate a quilt for the Community Center and Council accepted the donation. COUNCIL ITEMS:  Mayor Siglin informed the Council of a $5,000 donation to the Community Center from the Tom & Cynthia Olson Family Foundation which was facilitated by Joel Tremain at Points West Community Bank; He attended a Threat and Hazard Identification and Risk Assessment meeting, and that he will be attending a Wyoming Association of Municipalities meeting 9/26/2019.     
With no further action to be taken Mayor Siglin adjourned the meeting at 7:28 pm.
