The Regular Meeting of the Lingle Town Council convened at 7:00 pm, August 7, 2019 with Mayor Siglin leading the Pledge of Allegiance. Upon roll call, the following were present, constituting a quorum:

Paula Newcomb
Joe Welte

Mayor Siglin welcomed all to the meeting thanked them for being present and introduced Michael Karlik as a new reporter for the Torrington Telegram. Mayor Siglin called for additions to the agenda none were added. CM Newcomb moved to approve the agenda as presented. CM Welte voiced the second and the motion carried unanimously.
Mayor Siglin called for approval of the minutes of the July 16, 2019 regular council meeting. CM Welte moved to approve the minutes as presented. CM Newcomb voiced the second and the motion carried unanimously.
CM Edwards moved to approve the July 2019 bills in the amount of $258,269.17. CM Newcomb voiced the second and the motion carried unanimously.
LAW ENFORCEMENT: PC Andrews reported 6 incidents since the last council meeting. She has completed six online trainings, has court arraignment on 8/15/2019 and the police car will be taken in for hail damage repair.
POOL: PM Hill reported: The movie in the park scheduled for 8/8/2019 has been rescheduled to 8/10/2019 due to Goshen County Fair Day, sufficient funds have been secured to purchase the electric pool lift and she will proceed with that project, she met with the hail insurance adjuster on 8/6/2019 and discussed hail damage at the pool, she plans to keep the pool operating until 9/20/2019.
ADMINISTRATION: C Reyes reported: The Wyoming Dept. of Revenue requested a copy of the Town of Lingle’s organizational proceedings and they were submitted 7/19/2019. The Town of Lingle is now compliant with the Wyoming Dept. of Revenue. A copy of the 2019-2020 budget was submitted to the Goshen County Assessor, a lien search on the property located at 213 Main Street revealed a Notice of Lien placed 3/28/2001, the insurance adjuster arrived 8/6/2019 to inspect the roofs of all town owned properties, Innotion company has been contacted twice concerning downed trees on the property located at 212 Connely, both new computers have now been installed in the town office.
MAINTENANCE: ATS Ochsner reported: The sewer and water lines are being connected to the Community Center, he also reported from the last WAPA meeting that a buyer is being sought to purchase extra power produced by WAPA.
NEW BUSINESS: Discussion on the search for a new town attorney ensued and the Council agreed to have interviews setup the week of August 12, 2019.
The Council discussed sponsorship of the Goshen County Veterans Banner Program. CM Newcomb moved to approve Town sponsorship in the amount of $250. CM Edwardson voiced the second and the motion passed unanimously.
COUNCIL ITEMS: CM Edwardson reminded all citizens to be mindful of the heavy traffic following the closure of the Sturgis Bike Rally. Mayor Siglin mentioned: construction of the Community Building was coming along very good, a letter concerning the lot located at 213 Main be mailed to the property owner, that a report for the State of Wyoming reported that coal revenue is down and that oil and gas revenues are up. Signaling that the state is still dependent on energy revenues. Mayor Siglin would like to have a work session with all Council members to update the employee handbook.
With no further action to be taken Mayor Siglin adjourned the meeting at 7:30 pm.
