The Regular Meeting of the Lingle Town Council convened at 7:00 pm, June 19, 2019 with Mayor Siglin leading the Pledge of Allegiance. Upon roll call, the following were present, constituting a quorum: Mayor: George Siglin Council Member: Steve Edwardson Paula Newcomb Joe Welte Greg Asa There were also present: Clerk/Treasurer: Richard Reyes Town Supervisor: Larry Haeffelin Police Chief: Endra Moen Town Attorney: Greg Knudsen Pool Manager: Brandi Hill Absent Fire Chief: Kasey Bangerter Mayor Siglin welcomed all to the meeting and thanked them for being present. Mayor Siglin called for approval of the agenda with addition of an Executive Session. CM Newcomb moved to approve the agenda with the addition. CM Edwardson voiced the second and the motion carried unanimously. Mayor Siglin called for approval of the minutes of the June 5, 2019 regular council meeting. CM Welte moved to approve the minutes of the June 5, 2019 regular council meeting.  CM Asa voiced the second and the motion carried unanimously. PUBLIC COMMENT: Sandy Hoehn representing the Lodging Tax Board presented the proofs of the Lingle location sign for approval. Any updates and changes need to be reported to her A.S.A.P. The sign will include the ability to hold brochures so local businesses are encouraged to take advantage of the feature. LAW ENFORCEMENT: PC Moen reported 32 incidents since the last council meeting and a circuit court attendance. POOL: PM Hill reported: the Alzheimer’s bake sale was taking place 6/20/2019, the Movie in the Park was going to take place later this evening, the pool donation letters were mailed out and $1,000 has been received as of 6/19/2019, the Lingle Pool passed the state inspection and has been informed that a food license will be required next season. The baby pool was discussed and the council decided not to utilize it this season. LEGAL ITEMS: TA Knudsen reported that cases are moving forward and nothing else to report. ADMINISTRATION: CT Reyes reported: email contact with Brooke Willis of ACM Accounting Firm and has emailed a copy of the 2018 F-66 for her review, he is reviewing verification of property, vehicles and drivers for the Town of Lingle insurance policy, the new computers have arrived and awaiting installation, Kisha Garner was submitted as the Designated Public Records person to the Wyoming Dept. of Administration and Information. CT Reyes requested permission to purchase a riser desk and sheet folder for the office and council approved the purchase. MAINTENANCE: TS Haeffelin reported: The Verizon tower construction is in progress, they have sprayed weeds throughout the Town of Lingle, and 25 loads have been taken to the dump for Cleanup Week thus far. ORDINANCES: THIRD READING OF ORD. #341 AN ORDINANCE AMENDING TITLE NINE, CHAPTER FIVE AND SECTION FOUR OF THE LINGLE TOWN CODE OF THE TOWN OF LINGLE, WYOMING SETTING RATES FOR GARBAGE SERVICE AND REPEALING CONFLICTING ORDINANCES. Mayor Siglin called for a motion to approve the third reading of Ordinance #341. CM Welte moved to approve the third reading of Ordinance #341. CM Newcomb voiced the second and the motion carried unanimously. NEW BUSINESS: LIQUOR LICENSE RENEWAL:  CORNER BAR, LIRA’S, & TY’S PITSTOP. Mayor Siglin called for a motion to approve the liquor license renewal for The Corner Bar. CM Asa moved to approve the renewal. CM Welte voiced the second and the motion passed unanimously. Mayor Siglin called for a motion to approve the liquor license renewal for Lira’s Restaurant. CM Newcomb moved to approve the renewal. CM Asa voiced the second and the motion passed unanimously. Mayor Siglin called for a motion to approve the liquor license renewal for Ty’s Pit Stop. CM Newcomb moved to approve the renewal. CM Asa voiced the second and the motion passed unanimously. APPOINTMENTS:  Mayor Siglin requested that the position of Clerk/Treasurer be divided as: Clerk Reyes and Treasurer Garner.  Council approved the request. COUNCIL ITEMS: CM Newcomb reported: The Lions Club member’s picnic will take place July 1, 2019 at 6:30 pm. and Council members are invited. Community in the Park will take place July 31, 2019. Discussion of the Nuisance Ordinance which applies to publicly posted flyers was discussed. Mayor Siglin discussed community engagement by ONEOK employees and updated Council on discussion of the Franchise Fee Bill that took place at the summer W.A.M. meeting. Mayor Siglin advised at 7:35 pm he was recessing the regular meeting so Council could go into Executive Session. Executive Session began at 7:37 pm and ended at 7:55 pm. Regular Session reconvened at 7:56 pm.  TA Knudsen announced his resignation effective July 5, 2019. With no further action to be taken Mayor Siglin adjourned the regular meeting at 7:58 pm.
