The Regular Meeting of the Lingle Town Council convened at 7:00 pm, June 5, 2019 with Mayor Siglin leading the Pledge of Allegiance. Upon roll call, the following were present, constituting a quorum: Mayor: George Siglin Council Members: Steve Edwardson Paula Newcomb Joe Welte Greg Asa There were also present: Clerk/Treasurer: Richard Reyes Town Supervisor: Larry Haeffelin Town Attorney: Greg Knudsen Pool Lifeguard: Cody Powell Absent: Pool Manager Brandi Hill. Mayor Siglin welcomed all to the meeting and thanked them for being present. Mayor Siglin called for approval of the agenda with the addition of Virginia Ebert to Public Comment and any other changes. CM Edwardson called for the name correction for Nakisha Garner under Appointments. CM Welte moved to approve the agenda with additions and corrections. CM Newcomb voiced the second and the motion carried. Mayor Siglin called for approval of the minutes of the May 22, 2019 regular council meeting. CM Newcomb moved to approve the minutes of the May 22, 2019 regular council meeting. CM Welte voiced the second and the motion carried. CM Edwardson moved to pay the May 2019 bills in the amount of $154,170.26. CM Asa voiced the second and the motion passed. PUBLIC COMMENT: Tricia Otten and Virginia Ebert voiced concerns about the shooting range located at the town landfill. Following discussion by the Council CM Edwardson moved to remove all components of the shooting range and post a sign that the area is closed to shooting firearms. CM Welte voiced the second and the motion carried. LAW ENFORCEMENT: PC Moen reported 43 incidents since the last council meeting. She has Circuit Court 6/14/2019. LVFD: FC Bangerter reported 7 incidents since the last council meeting. He also reported that their membership is full at 25 members. Plans for the 100 year anniversary of the Fire Department are ongoing.     POOL: Lifeguard Powell presented the letter for donations that will be mailed to community members. Council approved the letter and the events planned. CM Newcomb brought up discussion of the current swimming pool lift and she will explore funding of a new lift. LEGAL ITEMS: TA Knudsen reported that cases are moving forward and nothing else to report. ADMINISTRATION:  CT Reyes presented the state assessed valuation form, reported: that the employee health insurance plan has been renewed for the 2019-20 fiscal year, lease documents for the Maintenance Dept. tractor/mower have been completed, he has been added as a signatory to all Town of Lingle bank accounts, employment information for new and existing pool employees has been updated, preliminary approval by the Homeland Security Grant for the portable generator in the amount of $55,350 has been authorized, and that the Community Center building meeting scheduled for 6/5/2019 has been rescheduled to 10 am 6/19/2019 at Town Hall. MAINTENANCE: TS Haeffelin held a discussion with the Council concerning the moving of a sidewalk.  He suggested that the Town of Lingle absorb the costs and the council agreed. Council authorized TS Haeffelin to secure bids for the work. ORDINANCES:  THIRD READING OF ORD. #340 AN ORDINANCE RENEWING A NON-EXCLUSIVE FRANCHISE TO TDS COLLECTION SERVICE INC., A WYOMING CORPORATION, TO OPERATE A TRASH AND GARBAGE COLLECTION SYSTEM IN THE TOWN OF LINGLE, WYOMING:  DEFINING TERMS: SETTING FORTH THE TERMS AND CONDITIONS OF THE GRANT; PROVIDING FOR COMPANY RULES, RATES, FRANCHISE FEES; TERMINATION AND PENALTIES FOR VIOLATION.  Mayor Siglin called for a motion to approve the third reading of Ordinance #340. CM Asa moved to approve the third reading of Ordinance #340. CM Newcomb voiced the second and the motion carried. THIRD READING OF ORD. #342 AN ORDINANCE RESCINDING AND REPLACING ORDINANCE 195, ARTICLE 7, SECTION 1-710.  Mayor Siglin called for a motion to approve the third reading of Ordinance #342. CM Newcomb moved to approve the third reading of Ordinance #342. CM Welte voiced the second and the motion carried. THIRD READING OF ORD. #343 AN ORDINANCE PROVIDING FOR THE ANNUAL APPROPRIATION FOR THE TOWN OF LINGLE FOR THE FISCAL YEAR JULY 1, 2019 TO JUNE 30, 2020. Mayor Siglin called for a motion to approve the third reading of Ordinance #343. CM Newcomb moved to approve the third reading of Ordinance #343. CM Asa voiced the second and the motion carried. SECOND READING OF ORD. #341 AN ORDINANCE AMENDING TITLE NINE, CHAPTER FIVE AND SECTION FOUR OF THE LINGLE TOWN CODE OF THE TOWN OF LINGLE, WYOMING SETTING RATES FOR GARBAGE SERVICE AND REPEALING CONFLICTING ORDINANCES. Mayor Siglin called for a motion to approve the second reading of Ordinance #341. CM Welte moved to approve the second reading of Ordinance #341. CM Newcomb voiced the second and the motion carried. APPOINTMENTS: Mayor Siglin called for a motion to appoint DCT Nakisha Garner as the Official Custodian who is responsible for the maintenance, care and keeping of official public records for the Town of Lingle. Motion made by CM Newcomb. CM Welte voiced the second and the motion passed. COUNCIL ITEMS: CM Edwardson moved to go into Executive Session. CM Asa voiced the second and the motion carried. Mayor Siglin advised at 7:58 pm. he was recessing the regular meeting so Council could go into Executive Session. Executive Session began at 8:00 pm. and ended at 8:17 pm. CM Edwardson moved to end Executive Session. CM Newcomb voiced the second and the motion passed. Regular session convened at 8:18 pm. With no further action to be taken Mayor Siglin adjourned the regular meeting at 8:19 pm.
