The Regular Meeting of the Lingle Town Council convened at 7:00 pm, May 22, 2019 with Mayor Siglin leading the Pledge of Allegiance. Upon roll call, the following were present, constituting a quorum: Mayor: George Siglin Council Member: Steve Edwardson Paula Newcomb Joe Welte Greg Asa There were also present: Clerk/Treasurer: Richard Reyes Deputy Clerk/Treasurer: Kisha Garner Assistant Town Supervisor: Jeremy Ochsner Police Chief: Endra Moen Town Attorney: Greg Knudsen Pool Manager: Brandi Hill Mayor Siglin welcomed all to the meeting and thanked them for being present. Mayor Siglin called for approval of the agenda.  CM Newcomb moved to approve the agenda as presented. CM Asa voiced the second and the motion carried.
Mayor Siglin called for approval of the minutes of the May 8, 2019 regular council meeting. CM Welte moved to approve the minutes of the May 8, 2019 regular council meeting. CM Newcomb voiced the second and the motion carried. PUBLIC COMMENT: Bob Juve was not present for comment. LAW ENFORCEMENT: PC Moen reported 37 incidents since the last council meeting. She has completed D.A.R.E., attended Circuit Court 5/14/2019, attended Municipal Court 5/16/2019 and 5/30/2019. She will be attending Circuit Court 6/5/2019.  
LVFD: FC Bangerter was not available for comment. POOL: PM Hill reported she attended the Community Healthcare Foundation meeting; the grant she submitted was funded in the amount of $3,600 she is in the process of reviewing pool lifts and prices. PM Hill is CPO certified and reported regulations concerning the “Baby Pool.”  Following discussion it was decided to use the “Baby Pool” as is until the regulation is reviewed by the Council.  Pool cleaning and training of staff has taken place and the pool opening is scheduled for 5/30/2019 or 5/31/2019.       
LEGAL ITEMS: TA Knudsen reported that cases are moving forward and nothing else to report. ADMINISTRATION: CT Reyes reported that the Municipal Electric Enterprises Annual Report has been reviewed by the Wyoming Dept. of Revenue and we are waiting for a response from the Goshen County Assessor. It has been business as usual in the Town Hall office. MAINTENANCE: ATS Ochsner discussed the Wyoming Municipal Power Agency rate study and possible substation voltage change with the Council. Council is reviewing the situations until more information is available. UNFINISHED BUSINESS: Reading of RESOLUTION #129-2018 1736H COMPACT LOADER/TRACTOR LEASE. Mayor Siglin called for a motion to approve RESOLUTION #129. CM Newcomb moved to approve RESOLUTION #129. CM Welte voiced the second and the motion carried. ORDINANCES:  SECOND READING OF ORD. #340 AN ORDINANCE RENEWING A NON-EXCLUSIVE FRANCHISE TO TDS COLLECTION SERVICE INC.,A WYOMING CORPORATION, T0 OPERATE A TRASH AND GARBAGE COLLECTION SYSTEM IN THE TOWN OF LINGLE, WYOMING: DEFINING TERMS: SETTING FORTH THE TERMS AND CONDITIONS OF THE GRANT; PROVIDING FOR COMPANY RULES, RATES, FRANCHISE FEES; TERMINATION AND PENALTIES FOR VIOLATION.  Mayor Siglin called for a motion to approve the second reading of Ordinance #340.  CM Newcomb moved to approve the second reading of Ordinance #340. CM Welte voiced the second and the motion carried. SECOND READING OF ORD. #342 AN ORDINANCE RESCINDING AND REPLACING ORDINANCE 195, ARTICLE 7, SECTION 1-710.  Mayor Siglin called for a motion to approve the second reading of Ordinance #342. CM Welte moved to approve the second reading of Ordinance #342. CM Edwardson voiced the second and the motion carried. SECOND READING OF ORD. #343 AN ORDINANCE PROVIDING FOR THE ANNUAL APPROPRIATION FOR THE TOWN OF LINGLE FOR THE FISCAL YEAR JULY 1, 2019 TO JUNE 30, 2020. Mayor Siglin called for a motion to approve the second reading of Ordinance #343.   CM Newcomb moved to approve the second reading of Ordinance #343. CM Welte voiced the second and the motion carried. FIRST READING OF ORD. #341 AN ORDINANCE AMENDING TITLE NINE, CHAPTER FIVE AND SECTION FOUR OF THE LINGLE TOWN CODE OF THE TOWN OF LINGLE, WYOMING SETTING RATES FOR GARBAGE SERVICE AND REPEALING  CONFLICTING ORDINANCES. Mayor Siglin called for a motion to approve the first reading of Ordinance #341. CM Newcomb moved to approve the first reading of Ordinance #341. CM Welte voiced the second and the motion carried. NEW BUSINESS: Mayor Siglin called for a motion to approve CT Reyes as a signatory on the Town of Lingle bank accounts. CM Newcomb moved to approve CT Reyes as a signatory on the Town of Lingle bank accounts. CM Welte voiced the second and the motion passed. COUNCIL ITEMS: CM Welte commented that the Community Center construction meeting with Norb Olind that took place 5/22/2019 was very insightful. Mayor Siglin informed the Council of possible legislation that will affect how franchise fees are collected by municipalities; he will update the Council as information is available. With no further action to be taken Mayor Siglin adjourned the regular council meeting at 7:34 pm.
