The Regular Meeting of the Lingle Town Council convened at 7:00 pm, May 8, 2019 with Mayor Siglin leading the Pledge of Allegiance. Upon roll call, the following were present, constituting a quorum: Mayor: George Siglin Council Member: Steve Edwardson Paula Newcomb Joe Welte Greg Asa There were also present: Clerk/Treasurer: Richard Reyes Town Supervisor: Larry Haeffelin Police Chief: Endra Moen Town Attorney: Greg Knudsen Pool Manager: Brandi Hill Fire Chief: Kasey Bangerter LVFD Secretary/Treasurer: Tabitha Lambert Mayor Siglin welcomed all to the meeting and thanked them for being present. Mayor Siglin asked for additions to the agenda: PAWS discussion, WAM Ballot, and Health Insurance to New Business and a Council Executive Session. CM Newcomb moved to approve the agenda with additions. CM Welte voiced a second and the motion carried. CM Welte moved to approve the minutes of the April 17, 2019 Regular Council Meeting CM Newcomb voiced the second and the motion carried. CM Asa abstained. CM Edwardson moved to pay April 2019 bills in the amount of $226,989.12. CM Newcomb voiced the second and the motion carried. PUBLIC COMMENT: Lindy Ellis with assistance from Landen and Hayden Willey requested that a free library be installed at the park. Following discussion the Council approved the request. Ellis’ will build the library unit and TS Haeffelin will attach it to the Pool building. Kate Farmer inquired about the installation of a swimming pool lift. Following discussion it was decided that the current lift be used this summer and possible funding for a portable lift be explored at a future date. LAW ENFORCEMENT: PC Moen reported 33 incidents. The scheduled Crisis Drill was cancelled, Unified Crime Report will need updating and PC Moen is responsible for that update. LVFD: FC Bangerter reported 6 incidents since the last report. The Easter egg hunt was successful. The Fire Truck Ride for students will be May 20th.  , 2020 is the 100th anniversary of the LVFD plans are in progress for a celebration. FC Bangerter introduced Tabitha Lambert as the new Secretary/Treasurer. POOL: PM Hill reported all lifeguards are hired.  A grant for a portable lift will be submitted to the Community Healthcare Foundation, pool preparation and maintenance has begun, elementary school using the pool 5/29, Junior High and High School using the pool 5/24, she suggested summer community events, Thursday movie night in the park to take place during the summer, Lifeguard training in June, PM Hill will attend CPO training in Casper 5/14 &5/15.  
LEGAL ITEMS: TA Knudsen reported that cases are moving forward and nothing else to report. ADMINISTRATION: CT Reyes reported that he has completed updates on the ordinances. Is utilizing the BMS accounting software. The Community Confidence Report is complete and ready for submission. The report is available at Town Hall for public review. The Wyoming Business Council drawdown for the Community Center will be submitted by weeks end. MAINTENANCE: TS Haeffelin discussed pool opening with Brandi, requested replacement of mowing tractor used at the lagoon & landfill. Council approved the replacement. UNFINISHED BUSINESS: Following Council discussion CM Newcomb moved to accept Great Gardens bid for the Main Street flower pots. CM Welte voiced the second and the motion carried. Council reviewed TDS franchise ordinance and decided to increase residential and commercial garbage rates effective July 1, 2019 by ordinance. Residents will receive a notice of rate increase on the June billing. ORDINANCES:  FIRST READING OF ORD. #340 AN ORDINANCE RENEWING A NON-EXCLUSIVE FRANCHISE TO TDS COLLECTION SERVICE INC., A WYOMING CORPORATION, T0 OPERATE A TRASH AND GARBAGE COLLECTION SYSTEM IN THE TOWN OF LINGLE, WYOMING:  DEFINING TERMS: SETTING FORTH THE TERMS AND CONDITIONS OF THE GRANT; PROVIDING FOR COMPANY RULES, RATES, FRANCHISE FEES; TERMINATION AND PENALTIES FOR VIOLATION. Mayor Siglin called for a motion to approve Ordinance #340.  CM Newcomb moved to approve the first reading of Ordinance #340.  CM Welte voiced a second and the motion carried.
FIRST READING OF ORD. #342 AN ORDINANCE RESCINDING AND REPLACING ORDINANCE 195, ARTICLE 7, SECTION 1-710. Mayor Siglin called for a motion to approve Ordinance #342. CM Welte moved to approve the first reading of Ordinance #342.  CM Edwardson voiced the second and the motion carried.  
FIRST READING OF ORD. #343 AN ORDINANCE PROVIDING FOR THE ANNUAL APPROPRIATION FOR THE TOWN OF LINGLE FOR THE FISCAL YEAR JULY 1, 2019 TO JUNE 30, 2020. Mayor Siglin called for a motion to approve Ordinance #343. CM Edwardson moved to approve the first reading of Ordinance #343. CM Newcomb voiced the second and the motion carried. NEW BUSINESS: Mayor Siglin called for a motion to approve him as the voting delegate at the WAM summer convention. CM Newcomb moved to approve Mayor Siglin as the voting delegate. CM Asa voiced the second and the motion passed. Mayor Siglin informed the Council of a 3.7% increase for employee health insurance and no increase in dental or vision. The Platte Alliance Water System was discussed and the Council declined to participate at this time. COUNCIL ITEMS: Under Personnel Changes CM Newcomb proposed employee sick leave accrue at four hours per pay period. Following discussion it was tabled. CM Newcomb proposed a personal day be added for each employee. Following discussion, CM Newcomb moved that a personal day be added to the Personnel Policy and Procedure and each employee receive one personal day annually. CM Welte voiced the second and motion carried with 3 ayes and 2 nays. Mayor Siglin advised at 8:39 pm he was recessing the regular meeting so Council could go into Executive Session. Executive Session began at 8:42 pm and ended at 8:57 pm. Personnel issues were discussed. Regular session reconvened at 8:58 pm. With no further action to be taken Mayor Siglin adjourned the regular meeting at 9:06 pm.
