The Regular Meeting of the Lingle Town Council convened at 7:00 pm, April 3, 2019 with Mayor Siglin leading the Pledge of Allegiance. Upon roll call, the following were present, constituting a quorum: Mayor: George Siglin Council Member: Steve Edwardson Paula Newcomb Greg Asa @ 7:10 pm Joe Welte There were also present: Deputy Clerk/Treasurer: Nakisha Garner Clerk/Treasurer Richard Reyes Assistant Town Supervisor: Jeremy Ochsner Police Chief: Endra Moen Town Attorney: Greg Knudsen Mayor Siglin welcomed all to the meeting and thanked them for being present. CM Newcomb moved to approve the agenda. CM Welte voiced a second and the motion carried. CM Welte moved to approve the minutes of the March 20, 2019 Regular Council Meeting with additions of Ellie Franklin’s last name and meeting arrival time of CM Asa being 7:50 pm. CM Newcomb input the second and the motion carried. CM Edwardson moved to pay March 2019 bills in the amount of $159,308.73. CM Welte input the second and the motion carried. LAW ENFORCEMENT: PC Moen reported 29 incidents. She is working with Shelly Kirchhefer on the Homeland Security grant. She explained the new police car is amazing and thanked the council. PC Moen ended her report by informing council she received a thank you card from a student. LVFD: Mayor Siglin reported for FC Bangerter, the Easter Egg Hunt will be April 20, 2019 at 10 am in Whipple Park. He also reported Jeff Craig is retiring from the LVFD. POOL: Mayor Siglin reported for PM Hill, applications for lifeguards are being accepted and reviewed. TA Knudsen: TA Knudsen reported that cases are proceeding through the court and he has reviewed and approved changes to the Pole Agreement with Visionary informing council it is now ready. ADMINISTRATION: DCT Garner listened in on the Wyoming Community Gas conference call and distribution funds from them have been received by the Town of Lingle. Lodging Tax Board is requesting suggestions for the tourist sign. She further requested council decide meeting time for Budget Meeting. Council decided the meeting will convene at 4 pm on April 17, 2019. CT Reyes reported that training continues. MAINTENANCE: ATS Ochsner reported Arbor Day is coming and trees will be secured for that promotion. He further reported utilities are disconnected from the Community Center buildings. He finished his report informing council asbestos removal is complete; buildings are ready for demolition. NEW BUSINESS: The Council appointed ATS Ochsner voting delegate for the Wyoming Rural Water Conference. COUNCIL ITEMS: CM Welte expressed, he is happy asbestos removal is complete. CM Newcomb inquired about the Town of Lingle’s donation to the LVFD Easter Egg Hunt; she was assured the funds will be sent out. CM Newcomb also reminded council CT Reyes needs to sign insurance form. CM Asa asked about flower pots on Main Street, Mayor Siglin told council he would look into pricing options. CM Edwardson reminded Council of the Norb Olind meeting April 17, 2019 at 10 am. CM Edwardson further inquired about Lingle Town Code regarding bicycles; following discussion, CM Edwardson advised the council he will conduct further investigation regarding this and present council a way to update the code regarding bicycles. Mayor Siglin invited the Council to the WAM Region 1 meeting April 8, 2019, and asked council to consider changing council meetings to 5 pm. Mayor Siglin adjourned the regular meeting at 7:52 pm.
