The Regular Meeting of the Lingle Town Council convened at 7:00 pm, March 20, 2019 with Mayor Siglin leading the pledge of allegiance. Upon roll call, the following were present, constituting a quorum: Mayor: George Siglin Council Member: Steve Edwardson, Paula Newcomb, Greg Asa, Joe Welte. There were also present: Deputy Clerk/Treasurer: Nakisha Garner, Clerk/Treasurer Richard Reyes, Town Supervisor: Larry Haeffelin, Police Chief: Endra Moen. Mayor Siglin welcomed all to the meeting and thanked them for being present. He then introduced Richard Reyes as the new Clerk/Treasurer for the Town of Lingle. CM Edwardson moved to approve the agenda with correction; Ellie from the Corner Bar was unable to attend. CM Newcomb voiced a second and the motion carried without dissent. CM Welte moved to approve the minutes of the March 6, 2019 regular Council as presented. CM Newcomb input the second and the motion carried. PUBLIC COMMENT: LFL Lions Club represented by Bill Carr and Karri Rose presented a check in the amount of $2,000 towards the new Community Center following a pledge made by the organization. Mayor Siglin thanked the LFL Lions Club for their generous donation. Wyoming Child and Family representatives Lacy Judkins and Heidi Wayland detailed their services to the council and expressed the need for a three percent match from government entities to assist with their funding. They presented the council a plaque of thanks for past support. Goshen County Library, Joan Brinkley detailed the library outreach program and is seeking ideas to bring the program to Lingle and other outlying areas of Goshen County. Surveys will be mailed out for community ideas. LAW ENFORCEMENT: PC Moen reported 21 incidents, thanked TS Haeffelin and ATS Ochsner for the work they did during and after the snow storm. TS Haeffelin thanked community members that helped with their own equipment. She reported her continuation with D.A.R.E and the new police car is ready. She also reported Transwest Ford would like to do a ribbon cutting for the new police vehicle next week. LVFD: Mayor Siglin reported for FC Bangerter, the Fireman’s Ball was a success. POOL: Mayor Siglin reported for PM Hill, advertisement for lifeguards has been published and applications are being received. ADMINISTRATION: All items reported on Department Reports. DCT Garner further discussed WY Community Gas Grant Committee conference call. Informed council the Town of Lingle’s contributions from the Community Gas Program will be in the mail. MAINTENANCE: All items reported on Department Reports. TS Haeffelin also discussed water consumer report and informed council about ongoing maintenance items. Mayor Siglin thanked TS Haeffelin for keeping up on the snow removal. UNFINISHED BUSINESS: CM Newcomb made a motion to approve Wyrulec’s Malt Beverage/Catering Permit. CM Welte voiced the second. Motion passed. COUNCIL ITEMS: Mayor Siglin informed the council that local business owners are inquiring the council to allow them to open/sell liquor earlier on Sunday’s. CM Edwardson discussed a strip of gravel road by the football field. TS Haeffelin explained the condition is due to snow and rain. Mayor Siglin adjourned the regular meeting at 7:54 pm.
