The Regular Meeting of the Lingle Town Council convened at 7:00 pm, March 6, 2019 with Mayor Siglin leading the pledge of allegiance. Upon roll call, the following were present, constituting a quorum: Mayor: George Siglin, Council Member: Steve Edwardson, Paula Newcomb, Greg Asa, Joe Welte. There were also present: Deputy Clerk/Treasurer: Nakisha Garner, Town Supervisor: Larry Haeffelin, Police Chief: Endra Moen. Mayor Siglin welcomed all to the meeting and thanked them for being present. CM Welte moved to approve the agenda as presented. CM Asa voiced a second and the motion carried without dissent. CM Newcomb moved to approve the minutes of the February 6, 2019 regular Council as presented. CM Welte input the second and the motion carried. CM Welte moved to pay February 2019 bills in the amount of $109,205.27. CM Asa offered a second. CM Newcomb asked why Michele Sussex got paid phone reimbursement for May 2016-July 2018. Mayor Siglin informed her that Michele wasn’t paid for it when she was told she would be. After some discussion, Mayor Siglin informed council that he would reimburse the town the amount that was paid out. CM Newcomb then made an amendment to the motion to seek reimbursement for the $520 paid out to Michele Sussex for phone reimbursement. CM Asa offered the second and the amendment passed with a 5:0 vote. CM Welte’s original motion passed with a 5:0 vote. LAW ENFORCEMENT: PC Moen reported that she called about the new police vehicle and hasn’t heard back; she also reported Transwest Ford would like to do a ribbon cutting for the new police vehicle when it’s finished. She further reported she had an MOU with the school district so she could receive a master key and she needed someone to sign it; Mayor Siglin advised her to sign it. She informed council she continues with D.A.R.E. She finished by reporting she had 56 incidents. POOL: Mayor Siglin reported for Pool Manager Brandi Hill she would like to start advertising for lifeguards. ADMINISTRATION: All items reported on Department Reports. Mayor Siglin thanked DCT Garner for the all she has done while they searched for the new Clerk/Treasurer. MAINTENANCE: All items reported on Department Reports. CM Edwardson asked TS Haeffelin about the results of the water and nitrate samples. TS Haeffelin advised council that the samples passed. Mayor Siglin thanked TS Haeffelin for keeping up on the snow removal. UNFINISHED BUSINESS: Mayor Siglin led discussion about filling the Clerk/Treasurer position. CM Edwardson made a motion to offer Richard Reyes the position and hire him based upon successfully passing a background check and being bonded. Welte offered a second and the motion passed with 3:1 vote with one (1) abstain. CM Edwardson, CM Newcomb and CM Welte offered the aye votes; Mayor Siglin offered the nay vote and CM Asa abstained. ORDINANCES: CM Welte moved to approve Ordinance #339 AN ORDINANCE OF THE TOWN OF LINGLE ADOPTING A NEW CHAPTER ENTITLED “WIRELESS COMMUNICATION FACILITIES REGULATIONS” AND PROVIDING FOR AN EFFECTIVE DATE, on the third and final reading. CM Edwardson voiced a second and it passed the third and final reading with a 5:0 vote. Mayor Siglin adjourned the regular meeting at 7:34 pm.
