The Regular Meeting of the Lingle Town Council convened at 7:00 pm, January 23, 2019 with Mayor Siglin leading the pledge of allegiance. Upon roll call, the following were present, constituting a quorum: Mayor: George Siglin, Council Member: Steve Edwardson, Paula Newcomb, Greg Asa, Joe Welte. There were also present: Clerk/Treasurer: Michele Sussex, Deputy Clerk/Treasurer: Nakisha Garner, Town Supervisor: Larry Haeffelin, Police Chief: Endra Moen, Town Attorney: Greg Knudsen, LVFD Fire Chief: Kasey Bangerter. Mayor Siglin welcomed all to the meeting and thanked them for being present. CM Welte moved to approve the agenda with the correction of Joan Brinkley not being in attendance for public comment. CM Newcomb voiced a second and the motion carried without dissent. CM Asa moved to approve the minutes of the January 9, 2019 regular Council meeting and of the January 14, 2019 special meeting minutes as presented. CM Newcomb offered a second and the measure passed unanimously. LAW ENFORCEMENT: All items reported on Department Reports. PC Moen further reported her new radio went with the new police vehicle and her new portable is up and working. LVFD ITEMS: FC Bangerter reported four (4) ambulance calls, two (2) fires, and a few volunteers had attended mid-winter fire school in Riverton. He further reported the fire department received new radios and are up and running. FC Bangerter ended his report by informing council the department has two (2) new members and a possibility of two (2) more joining, and a few members will be attending EMT class in the spring. LEGAL ITEMS: TA Knudsen reported that he instructed PC Moen to write a couple citations on the nuisance ordinance and possibly more issued soon. He further reported that he had some concerns regarding the language in the contract on the community building. He suggested that he and Mayor Siglin meet with Bob Taylor to discuss his concerns. Mayor Siglin stated nothing will be signed until deemed fair for both parties. ADMINISTRATION: All items reported on Department Reports. DCT Garner further reported Asbestos removal will begin February 1, 2019 and take about a week. MAINTENANCE: All items reported on Department Reports. TA Haeffelin further reported they acquired three (3) loads of wood chips. UNFINISHED BUSINESS: CT Sussex explained the options council had regarding funds for the community center, borrowing from Lingle’s reserves rather than taking out a loan at Points West Community Bank. Mayor Siglin informed council these were options and it would be further discussed at the next meeting. ORDINANCES: TA Knudsen reported he will conduct further review on the ordinance for Wireless Communication Facilities Regulations and make the necessary changes. CM Welte moved to approve Ordinance #339 AN ORDINANCE OF THE TOWN OF LINGLE ADOPTING A NEW CHAPTER ENTITLED “WIRELESS COMMUNICATION FACILITIES REGULATIONS” AND PROVIDING FOR AN EFFECTIVE DATE, on the first reading. CM Newcomb voiced a second and it passed the first reading with a 4:1 vote with CM Asa being the lone abstain. NEW BUSINESS: Mayor Siglin informed council a voting delegate needed to be appointed for the convention in February. CM Asa made a motion to appoint Mayor Siglin as Lingle’s voting delegate. CM Welte input the second and the measure passed unanimously. COUNCIL ITEMS: CM Asa made a motion to appoint DCT Garner as the interim Clerk/Treasurer until the position is filled. CM Newcomb voiced a second and it passed with a 4:1 vote Mayor Siglin being the lone nay vote. Mayor Siglin leads discussion to review current legislation. Mayor Siglin advised at 7:53 pm he was recessing the regular meeting so Council could go into an executive session. Mayor Siglin reconvened the regular meeting at 8:40 pm. Personnel issues were discussed. CM Edwardson made a motion to utilize Michele Sussex on an as needed basis as an outside contractor. CM Welte offered a second. CM Asa then made an amendment to the motion to table CM Edwardson’s motion until the next meeting to discuss in public forum. CM Newcomb offered the second and the amendment failed with a 2:2 vote and one abstain. CM Newcomb and CM Asa offered the aye votes; with CM Edwardson and CM Welte offering the nay votes and Mayor Siglin abstained. CM Edwardson’s original motion failed with a 2:2 vote and one abstain. CM Edwardson and CM Welte offered the aye votes; with CM Newcomb and CM Asa offering the nay votes and Mayor Siglin abstained. Mayor Siglin adjourned the regular meeting at 8:57 pm.
