The Special Meeting of the Lingle Town Council convened at 5:00 pm, December 19, 2018 with Mayor Siglin leading the pledge of allegiance. Upon roll call, the following were present, constituting a quorum: Mayor: George Siglin, Council Member: Steve Edwardson, Paula Newcomb, Joe Welte. Joined at 5:20 pm, Greg Asa. There were also present: Clerk/Treasurer: Michele Sussex. Mayor Siglin welcomed all to the meeting and thanked them for being present. Mayor Siglin led a discussion on those who decorated their homes and property in Lingle. After some discussion the winners were determined. At 5:20 when CM Asa joined the group, a discussion ensued regarding selecting a contractor for the Community Center. It was unanimously decided that both contractors and buildings that were being considered would provide Lingle with a good building. The question was raised as to, “what type of building do we want?” CM Asa made a motion to ask whether or not Lingle wanted to proceed in building the Community Center. After some discussion, CM Asa withdrew the motion. CM Newcomb made a motion to not build the Community Center. CM Asa offered a second. Discussion followed from CM Newcomb & CM Asa they were not comfortable putting the town in debt. CM Asa commented that if the Community Center could be built entirely on grant funding, he would support it. The motion did not pass with a 2:3 vote. CM Newcomb and CM Asa voted in favor of the motion; Mayor Siglin, CM Edwardson and CM Welte voted against the motion. Following more discussion, CM Welte made a motion to use Norb Olind Construction to build the new Lingle Community Center. CM Edwardson offered a second and the motion passed on a 3:0 vote. CM Asa abstained from the vote. CM Newcomb abstained from voting, as Newcomb’s Heating & Cooling Company has been listed as a subcontractor for both contractors. Mayor Siglin adjourned the special meeting at 6:17 pm.
