TOWN OF LINGLE        )
The Regular Meeting of the Lingle Town Council convened at 7:00 pm, December 5, 2018 with Mayor Siglin leading the pledge of allegiance. Upon roll call, the following were present, constituting a quorum: Mayor: George Siglin, Council Member: Steve Edwardson, Paula Newcomb, Greg Asa, Joe Welte. There were also present: Clerk/Treasurer: Michele Sussex, Town Supervisor: Larry Haeffelin,     Absent:     Police Chief: Endra Moen, Town Attorney: Greg Knudsen, LVFD Fire Chief: Kasey Bangerter. Mayor Siglin welcomed all to the meeting and thanked them for being present. CM Asa moved to approve the agenda as presented. CM Newcomb voiced a second and the motion carried without dissent. CM Welte moved to approve the minutes of the November 7, 2018 regular council meeting as presented.  CM Newcomb offered a second and the measure passed unanimously. CM Edwardson moved to approve the bills in the amount of $113,507.61 for the month of November 2018. CM Newcomb voiced the second and the motion carried. ADMINISTRATION:  All items reported on Department Reports. CT Sussex asked Council members if any of them would be interested in going through the mandatory State audit with her, CM Edwardson volunteered; no further action items. MAINTENANCE: All items reported on Department Reports; no further action items. Mayor Siglin thanked the maintenance crew for getting the Christmas decorations up. UNFINISHED BUSINESS: Mayor Siglin led a discussion to finalize where the $4,038.52 Wyoming Community Gas distribution of earnings would be spent.  After some discussion, CM Welte made a motion to spend the funds for three (3) new computers for Town Hall; CM Newcomb input a second and the motion carried. All Council members unanimously agreed to pursue any grants to purchase an information kiosk to be placed in the park at a later date, as well as some new playground equipment or rubber for under the existing playground equipment. COUNCIL ITEMS: CM Newcomb asked if changes to the delinquent letter need to be approved by Council in the future. Mayor Siglin noted delinquent utility account customers will be notified the day before shut-off with a door hanger notice. TS Haeffelin and CT Sussex remarked that procedure worked well. CM Edwardson noted that a Lingle Guide employee said the Lingle Guide building located in Lingle doesn’t have a key, is a permanently locked and closed building, the bathrooms don’t work and there are no computers or internet in the building; however, at the September 19th Council meeting, the Lingle Guide Publisher, Rob Mortimore assured Council the minutes are indeed published in the mentioned building. Council members will be seeking for understanding and clarification on this matter. Mayor Siglin advised at 7:45 pm he was recessing the regular meeting so Council could go into an executive session. Mayor Siglin reconvened the regular meeting at 8:21 pm. Personnel award recognition was discussed. Mayor Siglin adjourned the regular meeting at 8:22 pm.
