The Regular Meeting of the Lingle Town Council convened at 5:01pm, July 6, 2017 with Mayor Siglin leading the pledge of allegiance. Upon roll call, the following were present, constituting a quorum: Mayor: George Siglin, Council Member: Joe Welte, Kelly Greenwald, Paula Newcomb. Absent: Greg Asa. There were also present: Clerk/Treasurer: Michele Sussex, Deputy Clerk/Treasurer: Nakisha Garner, Town Supervisor: Larry Haeffelin, Town Attorney: Greg Knudsen, Police Chief: Endra Moen. Absent: Pool Manager: Brandi Hill, LVFD Fire Chief: Kasey Bangerter. Mayor Siglin welcomed all to the meeting and thanked them for being present. CM Newcomb moved to approve the agenda as presented. CM Welte voiced a second and the motion carried without dissent. CM Welte moved to approve the minutes of the June 21, 2017 regular council meeting as published. CM Newcomb offered a second and the measure passed unanimously. CM Welte moved to pay June 2017 bills in the amount of $107,137.26. CM Newcomb offered a second and the measure passed unanimously. PUBLIC COMMENT: Bill Carr representing Lingle Ft. Laramie Lions Club requested the use of Whipple Park on August 9th at 6:00pm for Community in the Park Night. Council by unanimous decision agreed to waive all fees associated with using the park and pool for the event. LAW ENFORCEMENT: PC Moen reported multiple calls; one hundred forty three (143) for service, which include one hundred twenty four (124) traffic, three (3) VIN inspections, five (5) public assist and multiple others. She will be going to the range multiple times this month. ADMINISTRATION: CT Sussex reported the budget for FY2018 has been submitted to the County, and the second half of taxes have been collected from the County. The grant for the Community Center will be submitted next quarter to Wyoming Business Council; after the site visit it was determined there are multiple items that must be completed. Community Pride has approved for Lingle to use their 501(c)3 for the Black Hills Energy grant. She also announced there is a need for a new maintenance contract for the air conditioning unit at the Senior Center; Newcomb’s Heating & Cooling will be submitting a cost estimate for this. MAINTENANCE: TS Haeffelin reported they have finished the horseshoe pits, poured concrete, submitted monthly & yearly water samples, mowed and trimmed trees. They also removed a large branch that fell on lines from a recent storm. He also announced the Verizon Tower will be slightly higher than they had originally anticipated. COUNCIL ITEMS: CM Newcomb reminded the Mayor and Council Members of the Lions Club Picnic in the Park on July 10th; which is by invitation only. Mayor Siglin adjourned the meeting at 5:23pm.
